Disaster Management Phases

Disaster management is a constant and integrated process of planning, organizing and implementing measures which are necessary for prevention of danger or any sort of threat It is a tedious process and an emergency service which involves preparedness before disaster, rebuilding, rehabilitating and supporting the system, after disaster. The process involves various phases-

Mitigation- This is the first and distinct step in the process as it focuses on long-term measures for risk or disaster management. Mitigation is mainly about knowing and avoiding unnecessary risks. This could be done by building codes and zoning, vulnerability analysis and public education.

Preparedness- On contrary to the mitigation process which is aimed at preventing a disaster from occurring, preparedness is targeted on preparing activities and steps to be taken when a disaster occurs. Common measures include proper maintenance and training of emergency services, development and practice of multi-agency coordination communication plans with easy terminologies, development of emergency warning methods and emergency shelters combined with evacuation plans.

Response The aim of emergency response is to provide immediate assistance to maintain life, improve health and support the morale of the affected people. Such assistance rage from providing temporary shelters, food, transport or establishing a semi-permanent settlement in camps. The response phase basically begins with search and rescue operations in the emergency situation where the next focus is meeting the basic needs of affected people until more sustainable solutions can be found.

Recovery- The aim of the recovery phase is to restore the affected area to its previous state After all the immediate needs are met and people have settled from all the hustle bustle. they enter into this most significant phase, in terms of long-term outcome. Recovery activities continue until all systems return to normal or better and this gives scope for enhancing prevention and increasing preparedness, thus reducing vulnerability.
