ALL CLEAR SIGNAL

A. A tsunami is a large ocean wave that is caused by sudden motion on the ocean floor. This sudden motion could be an earthquake, a powerful volcanic eruption, or an underwater landslide. The impact of a large meteorite could also cause a tsunami. Tsunamis travel across the open ocean at great speeds and build into large deadly waves in the shallow water of a shoreline. Most tsunamis are caused by earthquakes generated in a subduction zone, an area where an oceanic plate is being forced down into the mantle by plate tectonic forces. The friction between the subducting plate and the overriding plate is enormous. This friction prevents a slow and steady rate of subduction and instead the two plates become "stuck".

B. As the stuck plate continues to descend into the mantle the motion causes a slow distortion of the overriding plate. The result is an accumulation of energy very similar to the energy stored in a compressed spring. Energy can accumulate in the overriding plate over a long period of time, decades or even centuries. Energy accumulates in the overriding plate until it exceeds the frictional forces between the two stuck plates. When this happens, the overriding plate snaps back into an unrestrained position. This sudden motion is the cause of the tsunami - because it gives an enormous shove to the overlying water. At the same time, inland areas of the overriding plate are suddenly lowered. The moving wave begins traveling out from where the earthquake has occurred. Some of the water travels out and across the ocean basin, and, at the same time. water rushes landward to flood the recently lowered shoreline. Tsunamis travel swiftly across the open ocean.

C. Fishers and boaters have special concerns if a tsunami occurs. If you receive warning of an approaching tsunami produced by a distant earthquake while at sea, head for a depth of 50 fathoms (300ft) or more and monitor your radio for more information from port authorities or the Coast Guard. If you are in port, you may choose to head to deep water or haul-out your boat if there is time to safely do so, or leave your boat moored and evacuate to higher ground. If a Cascadian earthquake triggers a local tsunami while at sea, head for a depth of 50 fathoms (300 ft) or more and monitor your radio for more information. Be prepared to be at sea for an unknown amount of time. If you are in or near port, protect yourself during the earthquake shaking and then immediately leave your vessel and head to high ground (>50 ft) or inland. Multiple tsunami waves may arrive for many hours after the earthquake so do not return to low-lying coastal areas, ports or harbors until emergency officials indicate an "All Clear" signal. That 1964 event w a s the most recent significant tsunami to reach the Washington coast, but recent geologic investigations indicate that large tsunamis have struck our coast many times in the last few thousand years

D. On the Pacific Coast, from southern British Columbia to northern California, people and property are at risk both from distantly and locally generated tsunamis. Recent studies indicate that about a dozen very large earthquakes (with magnitudes of 8 or more) have occurred in the Cascadia subduction zone west of Washington. Computer models indicate that tsunamis waves generated by these local events might range from 5 to 55 feet in height and could affect the entire coastal region. When an earthquake that might generate a Pacific Coast tsunami is detected, the Alaska Tsunami Warning Center calculates the danger to the northeast Pacific Coast and notifies the communities at risk. Those warnings may give people a few hours to prepare and evacuate (depending on the distance to the earthquake). If the earthquake occurs off our coast, however, there may be no time to send out hazard warnings. The first waves could arrive within minutes of the earthquake. The only tsunami warning might be the earthquake itself.

E. In order to plan for hazards, citizens need to know what to expect. In the last few years, there have been significant advances in understanding the earthquakes that have occurred on the Cascadia subduction zone and the tsunamis that have struck the Pacific Coast. This information is the foundation for planning efforts. In order to form successful mitigation strategies local planners and emergency managers need to know what has worked and what has not. In the last few years, many organizations and communities have addressed these issues. Those experiences can help others to formulate the best possible plans for the coastal communities.
